Performance Management for Schools
Revised performance management regulations for teachers and headteachers covered by the School Teachers’ Pay and Conditions Document (STPCD) come into force on 1 st September 2007. The revised regulations do not apply to support staff in schools.
All Rotherham schools were represented at training events during the Autumn Term launching the new regulations. Further training was offered to representatives of school governing bodies at the same time, and this was very well attended. All schools therefore have copies of the new statutory regulations and guidance produced by the Rewards and Incentives Group (RIG).
The key implementation dates for the revised regulations are as follows:
- By 1st September 2007 revised performance management policy including a classroom observation protocol to be in place in school. Consultation on the revised policy with both teachers and with teaching unions prior to implementation is a statutory regulation.
- By 31st October 2007 the planning stage of performance management to be complete for all teachers.
- By 31st December 2007 the planning stage of performance management to be complete for the headteacher.
The revised regulations differ from the existing appraisal system in five broad areas, which were covered in the training:
- Planning meeting
- Classroom observation
- Review and the link to pay
- Roles and responsibilities
- Process and timings
Schools are advised to consider these changes in detail when planning for implementation, using both the Statutory Regulations and the RIG Guidance.
